What Is a BOQ and Why It Protects You

Understanding the BOQ

A Bill of Quantities (BOQ) — known in Indonesian as RAB (Rencana Anggaran Biaya) — is a detailed document that lists every material, labor item, and cost component in a construction project. Unlike a simple quotation or per-square-meter estimate, a BOQ provides granular visibility into exactly where your money is going.

Each line item in a BOQ includes: a description of the work, the unit of measurement (m², m³, pieces, etc.), the quantity required, the unit rate, and the total cost. When all items are summed, you get the total project budget — broken down into sections like structural work, architectural finishes, MEP installations, and external works.

Why It Protects You

A properly prepared BOQ serves several critical functions for property owners. First, it provides a budget baseline — a clear reference point against which all actual expenditure is tracked. Second, it enables fair comparison when seeking competitive pricing from suppliers. Third, it creates accountability — any deviation from the BOQ must be documented, justified, and approved before proceeding.

Without a BOQ, you're essentially flying blind. You have no way to verify whether costs are reasonable, no baseline to track against, and no documentation when disputes arise about what was included in the original scope.
